Read the documents together
PCAP sets participation rules, eligibility, award criteria and contract terms. PPT describes technical performance. Characteristics schedules and annexes may contain decisive requirements. Record contradictions and request clarification through the authority’s specified channel.
Price and deadlines
Distinguish the base tender budget, estimated contract value and offered price. Do not assume a universal VAT rate. Check lots, taxes, extensions, guarantees and payment terms. Preserve the source time and timezone and distinguish submission deadlines from opening dates.
