Administrative bid documents depend on the procedure, bidder and specifications. There is no universal obligation to submit every certificate with every offer.
DEUC or responsible declaration
Check the required model and whether separate documents are needed for joint venture members or entities providing capacity. Simplified open procedures have specific Article 159 rules; do not import the document package from another procedure.
Third-party evidence
Obtain tax, social security, registry and guarantee evidence from the relevant issuer where required. Distinguish documents submitted with the offer, evidence requested before award and conditional obligations. Check what the authority can consult directly.
Templates and submission files
Use official annexes without changing fixed text. Keep judgement-based technical content separate from price and formula-based data where required. Do not assume every procedure uses A/B/C envelopes.
BIDWAY prepares supported drafts and lists missing information. Use the official DEUC service for its model. BIDWAY does not issue certificates, sign or submit offers.
